          The section of the report delivered by Jiang Zemin at the 16th National Congress of the Communist Party of China (CPC) that relates to Taiwan is of great significance for guiding reunification efforts.
        Chen Yunlin, director of the Taiwan Affairs Office of the State Council, said: "This part reviews all major changes in, and outstanding features, of the situation in Taiwan and cross-Straits ties.
        "It puts forth guidelines for Taiwan-related work, underlines the focal points of the work and displays a firm resolution to complete the great cause of national reunification."
        Chen, a delegate to the ongoing Party Congress, made the remarks in an interview with Xinhua News Agency.
        The guidelines include three points. The first is to adhere to the basic principle of "One Country, Two Systems."
        Taiwan should fully implement Jiang's eight-point proposal while firmly sticking to the one-China principle and opposing "Taiwan independence" and any separatist attempts.
        The island should seek an early resumption of dialogue and talks across the Straits on the basis of the one-China principle, said Chen.
        The second is to implement the principle of "pinning hopes on the Taiwan people," expand economic, cultural and personnel exchanges across the Straits, and strive for the realization of the "three direct links" of mail, air and shipping services and trade across the Straits, he said.
        The third is to make maximum efforts with the greatest sincerity for the prospect of a peaceful reunification, while never undertaking to renounce the use of force and do not allow the Taiwan question to drag on indefinitely, said Chen.
