        Why does the Chinese government advocate the accomplishment of China s reunification through peaceful means but at the same time does not undertake to renounce the use of force?

          Since 1979 when the CPC and Chinese government formulated the principle of accomplishing reunification through peaceful means, They have never undertaken to renounce the use of force. In his speech, Jiang Zemin said: "We should strive for a peaceful reunification of the motherland since Chinese should not fight Chinese. Our not undertaking to give up the use of force is not directed against our compatriots in Taiwan, but against the schemes of foreign forces to interfere with China's reunification and to bring about the 'independence of Taiwan'." Accomplishment of the country's reunification through peaceful means is beneficial to the great unity of the Chinese nation, to social stability and economic prosperity of Taiwan, and to the revitalization and prosperity of China. It is the common wish of all the Chinese people.

        Non-commitment to renounce the use of force is an important guarantee for accomplishing a peaceful reunification of the motherland. Non-commitment and peaceful reunification are not contradictory but, on the contrary, are supplementary and mutually conditional. According to the CPC and the Chinese government, commitment to renounce the use of force can only make a peaceful reunification impossible and will lead inevitably to the eventual use of force to resolve the issue. In fact, it is precisely because the CPC and Chinese government have for years adamantly upheld reunification and never undertaken to renounce the use of force, in resolute and clear terms,that it has been able to effectively check the development of forces advocating "Taiwan independence" and the division of China, thereby guaranteeing a forward process of the country's reunification.

        It is entirely China's internal affair to decide the means through which the Taiwan issue is to be resolved. Every sovereign country has the right to use whatever means it regards as necessary, including the use of military force, to safeguard its sovereignty and territorial integrity. When it comes to ways to handle its internal affairs, the Chinese have no obligation to promise anything to any foreign country or forces that attempt to split China.
