What are the Basic Contents of "Peaceful Reunification" and "One Country, Two Systems" Policy?
           晩豚:2001-04-17 14:56        ン: system        輳苅

The policy covers the following four aspects:

1.One China. There is but one China in the world and Taiwan is an inalienable part of China. The Chinese Government is resolutely opposed to any words and deeds designed to split China's sovereignty and territorial integrity, to "two Chinas," "one China, one Taiwan," "one country, two governments," and to any attempt or act that can lead to " Taiwan independence." Taiwan's status as an inalienable part of China has long been established and cannot be changed. "Self-determination" for Taiwan is out of the question.

        2. Coexistence of two systems. Under the premise of "one China," the mainland practices the socialist system, while Taiwan continues under its previous capitalist system. The two systems coexist for a long period of time, and the two sides seek development side by side without either side swallowing up the other. After the reunification of the country, Taiwan's current socio -economic system, its way of life and its economic and cultural ties with foreign countries will remain unchanged. Private property, including houses and land, business ownership, legitimate inheritance and foreign investments there will be protected by law.

        3. A high degree of autonomy for Taiwan. After reunification, Taiwan will become a special administrative region of China's. Unlike other provinces of China, it will have administrative powers, legislative powers and independent judicial powers including the power of final adjudication. It may conclude commercial and cultural agreements with foreign countries and have the right to handle its external affairs to a certain extent. Taiwan will manage its own party, political, military, economic, financial and cultural affairs. It may keep its military forces. The mainland will not send troops and administrative personnel to Taiwan. Representatives of the government of the special administrative region and those from different social circles of Taiwan may be appointed to senior posts in the central government and participate in the running of state affairs.

        4. Peace negotiations. It is the common aspiration of the entire Chinese people to achieve reunification of the country by peaceful means, through contacts and negotiations. People on both sides of the Straits are all Chinese. It would be a great tragedy for all if China's territorial integrity and sovereignty were to be split and its people were to be drawn into a fratricide.
