        What were the Political Intentions behind the So-called Taiwan Relations Act Passed by the US Congress?

          Scarcely three months after the establishment of diplomatic relations between China and the United States, a so-called Taiwan Relations Act was passed by the US Congress and signed into law by the US president. The act contains many provisions that contravene the Sino-US communique on the establishment of their diplomatic relations and principles of international law, and it seriously harms the rights and interests of the Chinese people. One cannot fail to note that there are people in the United States who still do not want to see a reunified China. They continue to cook up various pretexts and exert influence to obstruct the settlement of the Taiwan question.

        Invoking this legislation, the US Government has continued to sell arms to Taiwan, interfere in China's internal affairs and obstruct the reunification of China. In September 1994 the US Government adjusted its Taiwan policy, engaging in activities that contravene the three Sino-US joint communiques. Even worse, it contradicted itself by allowing Lee Teng-hui to visit the United States in June 1995. This changed all previous US governments' policy of prohibiting Taiwan leaders from visiting the United States and severely harmed Sino-US relations.

        Facts show that the United States still regards Taiwan as "an unsinkable aircraft carrier" and plays the Taiwan card to contain China's development. It should be pointed out that the US's "unsinkable aircraft carrier" policy is the result of the Cold War. Peace and development have become dominant themes of the post-Cold War era. The United States'Cold War policy regarding the Taiwan question does not accord with its own national interests, nor is it in agreement with aspirations of people in the AsianPacific region for peace and development. The United States should give up its out-of-date policy as early as possible.
