        Why did the Chinese Government Publish the White Paper Entitled

          The Taiwan Affairs Office and the Information Office under the State Council of the People's Republic of China published a white paper entitled "The Taiwan Question and the Reunification of China" on August 31,1993. With full and accurate historical facts, the White Paper traces the origin of the Taiwan question, briefs readers on current relations across the Taiwan Straits and explains the Chinese Government's basic stand and policy regarding the settlement of the Taiwan question. The White Paper is an important step taken by the Chinese Government to further the development of relations across the Taiwan Straits and promote the reunification of China.

        There is but one China in the world, of which Taiwan is an inalienable part. The government of the People's Republic of China is the sole legitimate representative of the entire Chinese nation. This fact has been recognized by the international community. For reasons known to all, Taiwan is still divided from its motherland. For a long time, the Taiwan authorities have refused negotiations for a peaceful reunification of China. In recent years, Taiwan's political leaders have talked loudly of "two split sides with separate administrations" and pushed ahead with "pragmatic diplomacy" in an attempt to create "two Chinas" or "one China, one Taiwan." They try to separate Taiwan from China for good. Separatist forces and forces seeking "Taiwan independence" are rampant in Taiwan.

        The anti-China forces in some Western countries do not want to see a reunified China. They interfere in the internal affairs of China by meddling on the Taiwan question. They try to contain the development of China by playing the "Taiwan card." Directly or indirectly, they push Taiwan to join the United Nations in an attempt to internationalize the Taiwan question and put road blocks to the reunification of China.

        To safeguard the sovereignty and territorial integrity of China and to safeguard peace and development in the world as well as in the Asia-Pacific region, the Chinese Government has worked out a series of policies regarding Taiwan in the hope of settling the Taiwan question by peaceful means and accomplishing the reunification of China.

        In issuing the White Paper, the Chinese Government aims to brief the international community on the origin and current status of the Taiwan question, explain the Chinese Government's stand and policies regarding the Taiwan question and win understanding and support from the governments of other nations, the United Nations and its affiliated organizations.
